Imo dont waste time on Tirana, id say a night i ln Vlora, more days on Dhermi, 2 days on Gjirokastra and try to visit PĂŤrmet within a day. You can visit ksamil from saranda, its like 10 min away and theres not much to do there in the evening unless you'd like to have a proper walk (30-40min probably) near the sea.
